It is trying to answer how and whether or not to reform the Czech intelligence services on the basis of scholarly articles and especially interviews with current and former intelligence officials and particular politicians. It turned out that among some of the Czech intelligence services and even within those services prevails the tense atmosphere, which had been caused by various personal failings. All the cases were the individual personal excesses, not the system errors. Representatives of the services assesses the ability to detect security threats very critically. The services miss particularly tight government management as well as the independent overview of the service operations. How to improve the intelligence services work? The intelligence community must establish a common vision that will emerge from a deeper internal discussion only. It is not possible to reform the system without it.
The Significance of the Soviet Espionage During Atomic Weapon Research

in English This bachelor thesis has a title The Significance of the Soviet Espionage During Atomic Weapon Research. Its concern is the theme of Soviet atomic espionage in the United States of America before, during, and after World War II. The research question is the significance of the information stolen from the American atomic research by the Soviet spies to be used for the Soviet atomic research after the World War II. To answer the question, the American atomic research is described here together with methods and technologies developed here. The concrete spies, who infiltrated the Manhattan Project are concern of this thesis, too. The information they stole from the project helped the Soviet Union to create the atomic bomb only in four years, the scale of the espionage was large. One chapter is dedicated also to the Soviet atomic research. This chapter describes the circumstances and weaknesses of the Soviet research like the scepticim of Josif V. Stalin and the German invasion which precluded the research almost definitelly. Another part of the thesis is also analysis of the espionage system in the United States. The purpose of this thesis will be to identify the failures and shortcomings of the US intelligence community which allowed the 9/11 terrorist attacks to take place, and analyze whether the subsequent Intelligence Reform and Terrorism Prevention Act of 2004 managed to address them appropriately. The paper will examine the development of intelligence practices in the USA, focusing on the failures that occurred before and during 9/11, and analyze the appositeness of the 2004 reform for fixing these failures and improving counter-terrorism measures in the US and internationally. Towards the end, it should provide answers to the following questions: Was the IRTPA a suitable response to 9/11? How did it affect the American intelligence community?
Spy activities of Berlin's CIA and its influence on the international status of the US between 1945 and 1961

Cold War has escalated in the era of the nuclear weapons, which in case of use would mean a total war with an uncertain outcome for each side. Hence, the society saw the dawn of new kinds of weapons. At the time information became an important weapon, too. Therefore intelligence became a valuable resource, the competitors would spend millions of dollars on. As the need for information used for weakening the enemy grew, the number of secret services, spies and espionage operations grew as well. Secret services engaged in development of new spying technologies and kept on infiltrating strategic positions in order to facilitate the espionage. Berlin, situated in the very center of the Soviet occupation zone, became one of these strategic locations for gathering information. The city of Berlin was divided into four zones under the Protocol on Zones of Occupation and Administration of Germany and "Greater Berlin" in 1944, each of them under administration of one of the Allies. Moreover, the city as one whole experienced joint occupation regime. Therefore Berlin became an ideal environment in terms of secret services and the city turned out to be the undercover paradise. The main goal of this diploma thesis is analysis and reconstruction of the information network of major representative of anti-Austrian resistance abroad T. G. Masaryk in the First World War. The analysis and reconstruction will be put in context of contemporary events. Emphasis will be put on foreign and domestic information sources. It will show by which way and by whom was T. G. Masaryk informed about events in Bohemia and Austria-Hungary and what meaning this information had for his activities abroad.
The Secret Journeys: "The Revolutionary Couriers"

The contribution deals with the journeys of Czech-Americans from neutral USA to Austro-Hungarian Monarchy during the First World War. The war limited the personnel traveling, especially, between the belligerent countries. The Czechoslovak independence movement created unique style for secret exchange of the information by means of messengers. The work discusses the criteria for choice of couriers, as well as suitable routes, financial supplies and possibilities of obtaining the passports. It considers practical result of "secret journeys".
Emanuel Voska: behind the politics

During the World War I, Emanuel Voska, an American Czech, businessman and functionary of immigrants associations got involved in "big politics". As an important representative of the Czech independence movement in America, he won recognition in the field of propaganda and espionage. His success was limited by the war; since he was not able to succeed in a new state - Czechoslovakia - either as an entrepreneur or a politician. The essay analysis Voska´s political assumptions and submits the reasons of his failure.
